BURLINGTON, Vt. (WCAX) – A grim battle is being waged inside Decker Towers, the 11-story apartment building in Burlington for low-income seniors and people with disabilities. No one is winning. But in the drug-sieged corridors of Vermont’s tallest housing complex, it’s clear the 160 tenants are losing.
The vulnerable neighborhood is being overwhelmed by a surge of homeless people seeking shelter, many of them drug users. In the past two years, Decker residents have become collateral damage in an ongoing crisis.
